EXCELLENCE IN PERFORMANCE AWARD

The Saskatchewan Combined Forces Special Enforcement Unit (CFSEU), Regina Team, conducted an investigation into inter-provincial drug trafficking from May, 2012 to March, 2013. The investigation stemmed from information received in 2010 concerning marihuana trafficking in the Regina area. The team used sources, surveillance, and developed good relationships with other police organizations during this year-long investigation. They overcame significant challenges presented by leadership changes, budget restraints, provincial boundaries, policing priorities and capacity issues.

The investigation resulted in a total of 32 charges against eight persons and spawned a child pornography investigation into one of those persons. The team seized drugs, proceeds of
crime, and offence-related property including 129 kilograms of marihuana, 1.3 kilograms of Cocaine, 1 kilogram of MDMA, $32,000 in currency, six vehicles, a bullet proof vest, and several rifles.

This investigation into a large, sophisticated, multi-jurisdictional criminal organization resulted in the complete disruption and dismantling of that organization. The team faced and overcame all the usual investigative challenges associated with such a large project while also coping with staffing shortages, transfers, budget restrictions, and competing priorities of the partner police agencies. Despite these obstacles, the team demonstrated commitment, exemplary performance, and a high level of achievement.
